Configurator - Activation Lock - 7.1.2

I manage a fleet of iPads that are supervised here in the office, and then pretty much handed over to the user for their tenure with the company.


In the past, when an iPad would come back in, i would unsupervise the device to wipe it, and then reprovision it, and reissue it.


However, this now seems broken. This process was working up until 7.1.2, however, now i am getting activation lock errors on any devices that werent signed out of everything first (as you would expect on an unsupervised device)


I tested this on 2 devices, an iPad mini that was running 7.1.1 and an iPad Air that was running 7.1.2. both were supervised, and then after unsupervising the device to wipe it, the reprovisioning process resulted in an Activation Lock


Has anyone else seen this? Is there something broken in my process that could be done differently?
