Why did you make a new AppleID?

Use the old one. You logged into these forums and posted with an AppleID.

    -> Change your Apple ID

Don't create a new Apple ID.

Make sure you are using a valid credit (not debit) card and that all your billing information is correct.

From the App Store Frequently Asked Questions (FAQ)

    Accepted payment types

Shopping the App Store requires an iTunes Store account. When you create an iTunes Store account, you must provide a payment method for your purchase. The available payment methods vary by country, but typically you can use credit cards, gift cards, store credit, or PayPal.

This is what Apple says in iTunes Store: My credit card's security code or zip code does not match my bank's records

In most cases, this issue is caused by a formatting error in the billing address that you have provided. You can correct the issue by verifying that the information you have provided is correct, or by changing the format of your address to match the format that your credit card company has on file.

You can verify and/or modify your billing address by following these instructions:

    1. On a computer, open iTunes. If you are signed in to iTunes, skip to step 4.
      • Note: Verify that you are signed in to the correct iTunes account. If you are unsure which account you're signed into, choose Store > Sign Out and proceed to step 2.
    2. Choose Store > Sign In.
    3. Enter your account name and password, then click the Sign In button.
    4. Choose Store > View My Account.
    5. Click the Edit Payment Information button.
    6. In the Payment Method section, choose None.
    7. Click the Done button at the bottom of the page.
    8. Click the Edit Payment Information button again.
    9. Enter your billing address exactly as it appears on your credit card statement.
    10. Select your credit card type in the Payment Method section.
    11. Enter your credit card information, your card's security code, and the expiration date.
    12. Click the Done button at the bottom of the page.

If the issue persists, contact your credit card company and verify that they and any company they use to process credit card authorizations have the correct information on file.

    Hello,

I have a question, what if I selected the NONE option for payment method, but then it keeps asking for a valid billing address, which I can't provide since my country isn't on the list. do you have a solution? I just would like to download free apps like I used to...

If the country you are locater in does not have an iTunes store, you cannot get iTunes content.

You can not use the store of a country in which you are not physically located.

I am sorry but you say this based on what exactly? because it's downright absurd! why are the products licensed to be marketed in these countries then? And I can assure you Sir it's not just my country there are a bunch on them !!!!! shall we all just toss away our macbooks and phones then!!

Based on the Terms of Service for the store. It is NOT Absurd. Apps are ONLY licensed for sale in the country of the store they are being offered in. The developer determines what countries their apps will be available in. It's not up to Apple whether or not to make it available in any particular country.

you are missing the point sir, a few months ago we could still download apps but looks like the latest update doesn't take into account countries where there's no appstore. it is absurd to sell iphones ipads and macs in a country where you can't download ANY apps anymore !!!! do you get what i mean ? you can't download anything!!!!!!!so might as well throw away your devices!! i am not looking to get apps that are restricted to a particular region, you can't get any apps anymore , get it now???!!!

None apparently, never mind I have connected to China's for now since I reside here at the moment. I guess it's a temporary solution. Thanks a million!
