How do I stop sites being added to top sites?

So, I am having trouble with top sites on Safari (7.0.5), OS 10.9. I have reset top sites several times, added again, then pinned the sites (again) I want listed as top sites. I have also gone to Safari-General- Top Sites Shows- here I have it set for 12.

The problem is, sites that are not set as top sites are bumping my 12 pinned top sites off.... I am at a loss as to why this is happening & it's driving me crazy looking for a fix. FWIW, I recently had to have my HD replaced and up until this occurrence, never had a problem with my top sites.

Hopefully this makes sense, Thank you!

It could be a malware issue. Run the malware removal tool here > The Safe Mac » Adware Removal Guide

If that doesn't help, open a Finder window. From the Finder menu bar click Go > Go to Folder

Type or copy paste the following:

~/Library/Safari/TopSites.plist

Click Go then move the TopSites.plist file to the Trash.

Quit and relaunch Safari to test. If that didn't help, back to the Finder.

Type or copy paste the following

~/Library/Caches/com.apple.Safari/Cache.db

Click Go then move the Cache.db file to the Trash.

Quit and relaunch Safari to test.

If nothing above helped, troubleshoot Safari extensions.

From the Safari menu bar click Safari > Preferences then select the Extensions tab. Turn that OFF, quit and relaunch Safari to test.

If that helped, turn one extension on then quit and relaunch Safari to test until you find the incompatible extension then click uninstall.
