Does my Apple ID retain my App Info?

Hello, i have an iPhone 5s and when i got it i was updating to iOS 7.1 and accidentally stopped the update halfway through. it looked fine and said it was updated, but i noticed my phone was using both iOS7.1 and the update before. it makes my phone hang sometimes, and it crashes as well, so i want to restore it! however, i have a couple of apps that i have put alot of info into over the last 3 months, these apps are not included in my iCloud backup plan, so ill have to re-download them. my question is, will i have to put all the info in again, or will my info appear when it recognizes that i am using the same apple ID. ...also do you think restoring my phone will get rid of the mixed versions problem?? thanks
