bought a iphone 5 and had it restored,im stuck at activation screen,i contacted the owner and no response so what can i do
just need to figure out if apple can delete his account or somehow restore it
Nothing. Until the previous owner removes the activation lock, the device is useless to you; Apple won't remove it unless presented with the original receipt of purchase, and unless you're the registered owner, proof that they're dead.
