Using iMessage internationally

I am going abroad soon to the UK. If cellular data is turned off, and I use imessage over wifi, is it free? Will the person receiving the message be charged in any way? What if they receive it when they are not on a wifi network? And would it matter which cell phone provider the other person has?

iMessage uses wi-fi if available and cellular data if not -- on both ends. So you could send the message using wi-fi and the recipient would receive it via cellular data if wi-fi was off on their end. No cost to either party except for cellular data usage on the receiving end in that example. No difference if it is international.
