Can't down load ICloud on my Macbook pro or IPhone

i have recently replaced my IPhone 4 with an IPhone 5s and want to synchronise my Macbook Pro and Iphone with Icloud but cannot download ICloud. Need some solid advice on how or an explanation on why not. Thanks.
