how do I ask a question

Here is what I am trying to do, using iCloud, I want to sync personal data from my iPhone 4s and my PC (Win 8.1) to my iPad mini, there is no data downloaded/pushed to my iPad mini, I need the steps to get this to work, no data is being pushed. Help, please send me by email the steps that will get the syncing going. I am new to iPad and iCloud , please connect me to someone how can help me. the iPad is not syncing with the other devises, help me.
