iPhone won't restore backup

I did a factory reset, then my phone auto synced with iTunes and I'm wondering if it's overwritten my backup with the contents of an empty phone. It won't restore the backup and my phone keeps cycling back to the setup page, telling me to "set up as new phone" or "restore from backup", which I've already done several times.
