I downloaded and installed I Cloud but cant get to the I Cloud cintrol panel. When i sign in it saya apple id is valid but is not an I Cloud acct.

Are you on Windows? You cannot create an iCloud account on Windows. You have to do it on a Mac or on an iOS device, then you can sign into it in the iCloud Control Panel in Windows.

So, if I have Windows 7 there is no way to create an account? I don't have a cell or a mac to create an account.

I'm afraid that's correct. iCloud is a free service basicallly intended to allow Macs and iOS devices to sync data between them; the Windows Control Panel is available so that Mac/iOS owners who also have Windows can sync their data; it's not intended for Windows only owners - there are other syncing services you can use as an alternative.
