My iPad Mini will not download all of my email???

I have all of the correct settings on my iPad Mini for Mail because I set two new emails to myself and they were both downloaded. The problem is that it will not download my old emails. I have it set to download the last 1,000 (I think that was the number, it was the highest number setting there was) and when I refresh my mail it never finds and downloads them. Anyone have any ideas? My email is with Time Warner.
