How do you access the MMS settings on iPhone 4s with ios 7?

What settings are you looking for. With your carrier profile in place, you normally just turn MMS on or off. The setting to do that is in Settings>Messages>MMS>ON. If you are referring to APN settings, those can only be accessed if your cellular carrier allows you to have access to the APN settings area, and that would be located under Settings>Cellular.
