locking a chart down on a page?

I'm working in Pages '09, version 4.3. I've created a bar-graph chart for a document, and every time the document is passed between my co-author, my editor and me, the chart's legend drifts away and ends up on another part of the page. The text inspector shows that both chart and legend are 'floating' objects, so they should stay in place.

How can I lock the legend to the page -- or to the chart?

Could I make a graphic of the chart and import that into a picture box that stays locked to the page?
