You will need to contact Apple direct. From what I understand is if you can provide proof of the owner being deceased, they may assist with activation of the device.

You need to contact the Apple Account Security Team. See: Apple ID: Contacting Apple for help with Apple ID account security or call: Contact Apple for support and service and ask for Account Security.
Without the "deceased relative's" Apple id and password you will never get the iPhone to work .
If you have all the documentary evidence to prove your claim you can try AppleCare and ask for Account security
However anecdotal evidence indicates even that will not get the iPhone unlocked
