iPad won't backup after reset

I Recently noticed my iPad had switched off iCloud backup and deleted all my photographs. I have no idea how this happened. So I decided to reset my iPad Mini and backup from iCloud. When I do this it just tells me I cannot backup because there is no backup data. I'm confused.

Anyone know now what's going on???

it will let me use my iphone 5s backup but not my iPad mini backup

Are you trying to back up the iPad Mini to iCloud or restore an existing iCloud backup to it? If you are trying to restore a backup, go to Settings>iCloud, make sure it's signed into your iCloud account, then tap Storage & Backup>Manage Storage and check the Backups list. Do you see your iPad Mini listed under Backups?
