How come the support says that I can pay for and send an app as a gift?

Here is a copy and paste of the support page I am referring to. Yesterday I tried to gift an app and could not find this sway to do it. Actually couldn't find anyway to do it.

The day before that I did it just like it said. WHY-OH-WHY???????????

Gift an item on an iOS device

Find the item in the App store or iTunes store that you wish to gift.

Tap the Share icon in the upper right.

Tap the Gift icon.
Sign in to the iTunes Store with your Apple ID.
Type the email address for the person you want to send the iTunes Gift to.

What version of iOS do have on your device (Settings > General > About > Version), and it's a paid-for app that you are trying to gift, not a free app ? On my iPhone (iOS 7) the screen shows as in your screenshot, with the share icon (box with the upward pointing arrow) towards the top right of the screen.
