Cannot complete downloads or download new app

I have several apps that are "stuck" in downloading updates, and this is preventing me from installing new apps. I have logged out of my App Store account, shut down the iPad, then relogged in, but this has not solved the problem. Does anyone know of something else I can try, short of resetting everything?
