Phantom photos hogging memory!

I've erased all the photo/vids from my iPad 3 to free up memory, but under my "Settings>About," it still says I've got 1300 (and 2 gigs) of photos on there. How can I bring that number down to 0? (Already disabled Stream/Share; restarted iPad, et al. Nothing works.) Any help hugely appreciated.
