My iphone 4 is not updated at all to any type of ios 7. If I restart my phone then restore it, will it come back updated to ios 7?
Are you just wanting to get your iOS updated? If so, there is no reason to Restore it. What iOS are you currently running? Settings>General>About>Version number?

Yes I am just wanting to get my ios updated and I'm running 6.0. Also, when i connect it to itunes on my computer, it doesn't recognize my phone.
Do you have a Wifi connection? If you do, then you can do the update OTA by going to Settings>General>Software Update. Be sure to back it up to iCloud or iTunes first.
If your computer does not recognize your device in iTunes, follow the troubleshooting steps in this article:
