itunes won't transfer apps to ipad 2

hi!

Just today I received a replacement iPad 2 from the Apple Store for a defective one. I brought it home and restored backup with no problems. Also did updates to the iOS.

My iTunes 11.3 running on iMac 7,1 running 10.9.4 shows my complete restore on the iMac display in the Apps screen. Each of the apps that are in the restored set up say "will install" yet when I sync, nothing happens. The process seems to cycle forward but nothing is copied to the iPad 2. I have "Installing Apps" active in Restrictions Settings.

The iPad has nothing copied over from the iTunes on the Desktop computer. Need assist. I'm out of ideas here...
