iCloud Keychain will indeed restore wifi passwords from the previous phone. I just swapped my phone at a Genius Bar and all my wifi passwords came back.

That has nothing to do with Keychain. It was simply restored from the back up (settings). Not the same thing.

No, sorry Kilgore-Trout, but it does indeed have to do with iCloud Keychain. Without iCloud Keychain you absolutely need to re-enter wifi passwords. From Apple's official support article:

"What is iCloud Keychain?

iCloud Keychain keeps your Safari website usernames and passwords, credit card information, and Wi-Fi network information up to date across all of your approved devices that are using iOS 7.0.3 or later or OS X Mavericks v10.9 or later."

No, you do not. Nor is that what the cited text states. The device will save WiFi network settings without keychain.

im afraid kilgore you are wrong and if you own a macbook or any mac computer if you got to search keychain access you can see all the information stored on your keychain including .... wifi passwords
