problem with tabs/ windows in Safari

Just recently, for no apparent reason, Safari now opens all pages in Tabs, and not in windows. This makes in very difficult on some sites where "pop-up" come on full screen in a new tab. I have tried Safari system preferences and relunching, but this does not solve the problem. I think this occurred with me inadvertently catching a hot key to set it up.
