My daughter is out of province and another individual decided that she wanted to try get into her phone by entering the wrong code a numerous of times. Is there a way I can get her phone back up and running without the phone physically in my hand?
No, it must be connected to a computer, and, unless you want to set it up as new, to the same computer it syncs with regularly. See: iOS: Forgot passcode or device disabled
If it was set to back up to iCloud automatically after restoring it the iCloud backup can be restored so there will be little or no data loss.
