Memory and storage showing as full but isn't.

About 1,500 pictures got removed from my phone and it still says not enough storage. It is NOT iCloud because I have never set up the iCloud account. it also is showing the storage as if they weren't deleted. But I plugged the iPhone in and they are gone. How do I get the memory to show right?
