i bought a phone from someone 4 months ago on craigslist and never went to activate it until now and saw that it wont let me passed the activation screen and im not able to contact the seller because i don't have their information how can i get it removed or how can i set up my icloud account?
You can't. Unless the previous owner remembers to remove the activation lock, that iPhone is useless to you.

More than likely, the people selling them simply are ignorant/don't care to erase them.
