A responsible way is to live someplace that takes electronics, sends them to a facility that decides what can be reused and what can be recycled. Reuse often means tuning up the computer and donating to someone who could not otherwise afford a computer of any kind. If the computer cannot be reused, they take them apart and sort the material by their recycling potential. There is always something that cannot be recycled but I've herd that up to 80 percent of the stuff inside a computer can be recycled if someone is willing to take the time and trouble.
The problem is that not every municipality has that sort of service. The best place to start is to look up your town's muni website and find a link for solid waste management. Call them and ask if they take computers and associated peripherals (the keyboard, monitor, and printers) and what they do with them. Cities usually contract with recycling services. If they say they dump them in the landfill, it's up to you to decide if that is what you want. If not, then start looking for private recyclers in your area. They may charge for taking the gear off your hands. Ask the same questions..
In a perfect world every place you might live would have a system that put a lot of donated computers back in service and then finds a home for 80-90 percent of the material from machines that cannot be fixed. But that doesn't happen. It all comes down to "Location! Location! Location!"
