Alternatively, Navigate into a course, select the Admin tab at the bottom, Enrollment in the left-hand sidebar, then click Get Link (or copy the presented code).

If you do not see a "+" in the top-left and you are looking at the store pages (as noted by @qqwang):
2. Tap Library on the upper left hand corner on the iPad
The plus will appear next to Catalog.
If it still doesn't appear, check the top right-hand side for your account information. Are you logged in with your Apple ID? If not, login, and the plus button should be reactivated.

Sep 20, 2014 9:09 AM in response to patixaby Ileen,Hi, Thanks so much for your response. My problem is that it's not my iPad but a colleague's, so I can't post a screenshot with an iPad. I can't say for sure whether or not he was logged in. (I am a teacher trying to create an iTunesU course that other teachers, all of whom have iPad minis, can access. My own iPad has the + sign.)
What I can post is a screenshot of my iPhone4S, which looks like it has the same problem, even though I am definitely logged in with my AppleID. Is it different for an iPhone? The courses automatically showed up because I added them using the same Apple ID on my iPad mini, but there's no + sign to do it directly from the iPhone.

The enroll button has apparently been moved in the iPhone version:
- Tap Catalog in upper left
- Tap Featured in lower right
- Scroll to the bottom
- Tap Enroll
- Enter the enrollment code
I guess Apple decided they could make enrollment less obvious on the iPhone because most invitations are emailed. /shrug
Regarding your colleague's iPad, I suspect he was not logged in.
