Why can't I drag and drop to the pages icon?

I am a genealogist and for years pulled things of the web onto the TextEdit icon on the dock. However, now that I cannot store that format on iCloud, I'd like to switch over to Pages, but I cannot pull anything off of a document on my desktop or from a website onto the Pages icon, even when it is open. Also I found it strange that I could not open a new document from the Pages icon on the dock. That option is not there.
Sounds to me like you are talking about .rtf files. Pages 5.2 does not support .rtf.
TextEdit works with .rtf and iCloud, what is your exact problem?
Please try to be specific. We can't test "things" and "anything".

Whoo,sounds like I don't know as much as I thought! Had to check Wikipedia for .rtf to discover it is a Microsoft thing. Here I thought it was a Mac feature for the TextEdit app. Back to tutorials after all these years. I think I'd better make my first call to AppleCare since I've had it for years and never used it.
