Why can't I drag and drop to the pages icon?

My MacBookPro is 2 yrs old. Pages is 5.2.

MacBook Pro, OS X Mavericks (10.9.4)

What is it you can't drag and drop?

I am a genealogist and for years pulled things of the web onto the TextEdit icon on the dock. However, now that I cannot store that format on iCloud, I'd like to switch over to Pages, but I cannot pull anything off of a document on my desktop or from a website onto the Pages icon, even when it is open. Also I found it strange that I could not open a new document from the Pages icon on the dock. That option is not there.

Whoo,sounds like I don't know as much as I thought! Had to check Wikipedia for .rtf to discover it is a Microsoft thing. Here I thought it was a Mac feature for the TextEdit app. Back to tutorials after all these years. I think I'd better make my first call to AppleCare since I've had it for years and never used it.

Thanks for your help in letting me know I need to know more about my software.
