Does screen capture include location data?
Using Shift-Command-3 or Shift-Command-4 will capture the OS X Mavericks screen. Does it include location data? Can it be turn off/on?
MacBook Pro, OS X Mavericks (10.9.2), 8GB 1333 MHz DDR3

But then, will it be inconsistent between OS X and iOS?
On an iPhone, I do a screenshot of an article by pressing Home+Sleep buttons together, then a screenshot will be taken to the Camera Roll. When that picture was post to social media, and someone downloads it, the screenshot shows the location I do the screenshot.
You asked if a screen shot in OS X has location data, as I said it does't and showed you a way to prove it you yourself.
If you have an issue with it not having location data you will need to contact Apple at Apple - Mac OS X - Feedback

At the moment I am dealing with the question whether screenshots taken with iOS have embedded geotags.
I can't confirm! The screenshots are save in .png format, which doesn't include exif data. The png's have no geotags.
The interesting question related to your comment: How does the social media upload gain this information?
This was tested on an iPhone SE (iOS 10.3.2) and ExifTool(version 10.53).
No, no location data. You can prove this tou tourself by opeing the image in Preview and opening the Inspector. You'll see the EXIF data does not include any gps data.
