Can i recover data off my ipad mini if its been reset back to factory settings and not backed up to itunes or icloud?

somewhat longer answer there are companies who make a living by salvaging the most unsalvageable data from electronic equipment but they charge a lot for it and not sure the iOS device would make it

You can redownload all your apps for free. You may be able to salvage some of the files. You should backup frequently to your computer or iCloud.

I guess you can't recover the data since you haven't backed them up, and you reset the phone back to factory settings that means the data stored in your phone has been overwritten. You may access to free trial of iPhone data recovery and try to scan for the lost data. If still found, then you can use the software to get back the data.

If you backup with iTunes and you restored from the backup and the notes were gone, then there is no where to retrieve them from unless you have another backup that contains those data. If you have no backups, you can try a iPad File Recovery.

Launch iTunes on the computer and go to iTunes>Preferences>Devices. You will see a window with all of your backups listed in it.

If you see a recent backup that you are certain contains the deleted notes that you need.
