1. Yes, assuming you have a WiFi network to connect to.
2. There are apps that will allow you to make WiFi calls.
3. That depends. If the iPad is WiFi only or you do not have a cellular data plan then you cannot access the internet without WiFI.

Unfortunately I cannot answer numbers 4 or 5.

1. You can always connect to free wifi in places like restaurants and coffee shops. You can connect to locked wifi routers if you have a password.

2. The iPad is not a phone, however, you can place audio/video calls using Facetime (to other Apple iDevices) or Skype.

3. If you have a wifi only iPad, there are some alternatives.

4. If you purchase an IPad with Wi-Fi + Cellular, the SIM card will be provided by your selected cellular carrier company.

5. Is there an Apple store or authorized Apple distributor sales company in India? If so, they may be able to sell refurbished iPads. The US store can only ship to US locations.

You could consider buying a used iPad, however, the previous owner/user must clear all data or you won't be able to use it.

2. No, not natively, you will have to download 3rd party Apps if you want to make calls. Note, that you will only be able to make VOIP calls so an internet connection will always be required.

3. 2 options.  Either a cellular iPad that can connect to the internet via the Cell carriers network, or buy a Mifi device from a  carrier.  This will offer a mobile  Wifi hotspot your iPad can connect to and use the cellular carriers network for internet access.

4. The sim will be the one for the carrier you wish to use in India. 

5. Don't believe there is. There does not appear to be an Indian online Apple store, and as such no way to get certified Refurbished Apple products since those are only available through the online stores. .
