The support article is useless - it is nothing to do with .net.
To fix this, you need to uninstall all apple programs (itunes, quicktime, apple update, apple mobile device, bonjour, icloud, etc) You may then need to manually delete apple folders under c:\Program Files as the uninstall does a cr@ppy job - you have to kill the ipod service to allow the folder to be removed. Reboot, reinstall itunes and it will work again
