How to spend 25 cents in AppStore

I am assuming your are trying to zero your balance to change your store country? If not, the same information applies below.

I can't change the country of my iTunes Store, App Store, iBooks Store, or Mac App Store account

If you have a store credit balance

You must spend your balance before you can change stores:

• If your store credit is less than the cost of a single item on the iTunes Store, App Store, iBooks Store, or Mac App Store, you can add a credit card to your account. When you buy an item, you will use the remaining store credit and charge the remainder of the purchase to your credit card.
• If you don't have a credit card, contact iTunes Store support.

Either add a valid payment method to your account so that you can spend it, or contact iTunes Support and ask them to remove it : https://www.apple.com/emea/support/itunes/contact.html

I want to spend my 0.90 to change the account nationalt

Please help me am having the same problems.

You will need to contact the iTunes Store via the link posted above to ask for their assistance. They are usually able to just zero out your balance to allow you to move forward.
