Spanish keyboard issue

I have a problem with iOS spanish keyboard. As you may know spanish has two question marks: ¿?, but iOS spanish keyboard only have the english question mark "?" and I use spanish very much with a lot of people and I had a problem with some because it's kind of a misspelling not to write the other question mark in spanish. So I don't know if I have to put some tricky option on or something or just copy the symbol on my notes and paste it in a sentence when I have to use it. I tried to contact apple but I don't know their email address.

iPhone 5, iOS 7.1.2

If you hold down on the ? key in iOS (or any other key) the alternate forms of that key will come up as an option - in this case the inverted ? you are looking for.

It’s not there. Not in the main key layout, not in the numeric/symbol layout, not in the symbols-only layout, not in the pulldowns, not in the press-and-hold.

It appears Apple just failed to include Spanish punctuation in the iOS 11 English keyboard. If so, that’s pathetic decision-making or quality control.

On the iPad Pro keyboard, it works with Option + Shift + Question Mark.
