Q: iphone 5s bluetooth problem

hello, someone may help me..im trying to connect ipad 2 with iphone 5s via bluetooth but it wont work.just keep searching..my iphone 5s bluetooth cannot be find by any device..same as my iphone cannot find any bluetooth device..what im suppose to do? im trying to find answer here iOS: Understanding Personal Hotspot but ip wont help.
