In that case the original provider has to unlock the phone first, if this is supported by the provider:

Jul 22, 2014 7:59 AMby Rudegar,was just setting up my wifes iphone and it said locked sim too tried a key I knew she used before as pin code but didn't work and the paper that came with the sim says she needs to activate the card on their site before one get the pin so suppose she wil have to wait
