I jst gt an iphone nt really don3e anything with it yet. no tracking app or cloud not set up. is it gone for ever?

No way to track it online, if you didn't enable find my iphone in icloud settings.
there is in at least western countries the option if the police present a warrant to the carriers that they can track it using the IMEI number
but it's only with a search warrant anything else would be highly! illegal
If you lost it at home have you tried calling it to make it ring?
is there no way to find ur phone without cloud or tracking app?
