Hint think iTunes GC.
After a setup and download the None shows up and you can remove the CC from the account.
Even easer just put an iTunes GC on it.

I have found that if you are setting up your account in iTunes on a Mac or PC that the option should appear to select none as a payment type. The mobile version on iPhone and iPad never seem to have the option.
