There is no HTML web access in the Airport routers.. never has been.. likely never will be.
You always setup airport routers with the airport utility. It is already on your Mac. You can download it for your PC.. although there are some version problems.. the latest airports need v6 utility which is only available on Lion and after on a Mac. There is no PC version yet/ever??
But there is an iOS version you can download for iphone ipad.. which works very well.. often better than the Mac OS one.
So depending on your OS.. open finder and just type in airport utility to the search is the easiest way. Click it to open.. voila.. your airport should be shown.
Some other problems.. on a Mac it may not work unless ipv6 is correctly set to link local only.

There are manuals available as well for all the various models of airport routers.. although some are out of date. In Mavericks OS will you find v6 only works as it should.
