My text shortcuts are not working on Macbook Air.

I have a 2015 Mac running 10.12.2 and found this same problem with text shortcuts not working.
I found that if after deleted the text shortcuts in system Preferences>Keyboard>Text. and re-entered them again they worked once more. I hope this works for others.
I have the same problem on early 2014 MacBook Air . Text shortcut added on different hardware is appearing on my MacBook keyboard settings but it's not working at all. Adding a new ones on that macbook aren't working also but on other device they do.
Mine doesn't work either. I hope someone can help us soon.
I just found this…. I am having the same problem but am wondering about this help menu item: "in some applications"
Text pane of Language & Text preferences
Use the Text pane of Language & Text preferences to set options for entering text, such as replacing text with symbols or other text, setting the languages used to check spelling, and setting word break and smart quote preferences.

The terminal command mentioned did not work for me!
To summarise, go to the Edit menu in an application where text replacements are not working, e.g., TextEdit.
Select Substitutions -> Text Replacement. With that option enabled, try typing your shortcut.
If Text Replacement is already selected, unselect it, then select it again. I had to do so in some applications.
