Just open the iTunes App, search for a movie or video, and tap on the purchase button.

You can watch YouTube content from the YouTube app on your iPad but that requires either cellular or Wi-Fi.

So this statement from the Apple web site - "...hundreds of thousands of iPad apps on the App Store. So no matter what you want to do, there’s an amazing app to help you do it." simply isn't true, is it? I researched this issue (Google and browsing the App Store) before buying an iPad mini 2 and it sure seemed like you could save a youtube video as an mp4. I needed that because I do not have Internet at home, so I go to the public library and save guitar lessons from youtube to take home. But no, can't be done... yet.

Next step is to try one of the websites that supposedly let you do this (keepvid or clipconverter).

I have tried several downloader apps from the app store, but none of them are able to download from youtube. Usually there is a copyright restriction message. Other sights simply don't give these apps a download option. Yet I can easily download youtube videos on my Windows laptop or my Android tablet. That would indicate that it is an issue unique to the OS/product. Considering this as a technical issue, not a legal issue, btw. And "purchasing" from iTunes is not at all the same as saving the youtube video as an mp4. Apparently the iPad is not a friendly Internet device.

UNLESS you are attempting to do something illegal. If YouTube marks its content as protected and not downloadable, Apple cannot violate the law by facilitating software to do that in the centralized/controlled App Store without becoming an accomplice to the crime. Yeah, you can do it in Windows, Macs, even Android stuff, but the software sources for those systems are not under control and responsibility of Apple.

There are many apps on the app store that allow you to do this. Make your own judgment on their trustworthyness and legitimacy.
