Q: Asking for Billing Info(credit card details) for downloading a free app

Select None for payment method >  iTunes Store: Changing your payment information

Why can’t I select None when I edit my payment information?

**   If this is an In-App purchase, (subscriptions), the app itself is free but the subscriptions require a credit card be on file for billing.

NO it wont. It just so happen that itunes is programmed to have some forms of payment information. As long as you are downloading a free item then you wont be billed

call apple support and request to be tranferred to itunes. They will guide you
