4K videos stutter on 2011 Mac Mini with AMD 6630

I have a Dell 4K monitor and while it works perfectly with MDP to MDP cable @ 2160p and plays back videos up to 1080p with no issues, trying to play 4K movies or trailers results in choppy, video that is virtually unplayable. Is this a function of the video card or a combo of the i5 and video card. Of course videos play correctly on my Windows gaming laptop.

I have tested 4K on 2013 15" rMBP and 13" rMBP with external Thunderbolt and internal displays. They seem to play fine. Your issue is more than likely the 6630m/256MB. The AMD website lists BluRay at 1080p for this card.
