You need to have a credit card for your country on file to sign up for iTunes Match, even if you have enough iTunes Store credit to pay for it.

iTunes in the Cloud, iTunes Match, and iTunes Radio availability

Once you determine if iTM is available in your country of residence then you'll need a credit card drawn on a local bank and an address to subscribe to iTunes Match.
