Q: If I buy iPad Air with a carrier and cancel it can I use other abroad?

I'm from Bulgaria and my question is can I buy an iPad Air cellular with one of the proposed carriers can I disable it and use other in my country? If i buy it from Amazon do I have to look for unlocked one?
