Are you subscribed to iTunes Match? Songs you've imported from a CD won't be uploaded to the cloud unless you subscribe to this service. Songs you have purchased from iTunes, will of course be available to download into your library on your new computer.
Do you have access to your old computer that had these songs imported? Are these songs possibly synced to an iPod or similar device?

Otherwise, if you do have access to that computer, you can definitely just move that playlist and songs over. There are quite a few options to do this: iTunes: How to move your music to a new computer
