iPad says "Not Charging"

My iPad says "Not charging" when plugged into my computer. It used to work about a month ago, but I plugged it in and it doesn't connect. Now when plugged into the wall outlet it's fine, but the issue is that I have music on my laptop only and I need to update the iPad. I then tried plugging my phone in and it charges, but won't connect to the computer then as a result, iTunes. I've tried multiple cords and nothing seems to be working. I also restarted both devices and my laptop, but nothing seems to be working. I need a solution that isn't turning it off/on because it's getting really frustrating at this point.
