Does the iPod nano need to be turned off to recharge it?

I initially had it tuned off when charging, as I do with my other iPods. That did not work, so I tried charging with iPod turned on. That did not work either and actually used up all the power, so now I get the error message. This question seems so easy yet it is not in the online users guide.
