They are associated with Apple IDs for purchases and other services like iCloud.
You can change the Apple ID to a different one, but all Apps and media content will remain tied to that Apple ID and will forever require it to update in the case of apps.
You can however update the email account and password for a specific Apple ID by going to http://appleid.apple.com and managing it there and keep all apps and media content associated with it.
