That is correct. Adobe ceased development of Mobile flash for iOS a long time ago. No Apple devices have ever supported Flash natively.
If you really need Flash support there are a few browsers in the App store that have some degree of flash support. You can try one of those and see if it works for you.
Search for, Photon, Puffin, or simply "Flash Browser" in the App Store.
